WASHINGTON, D.C. – June 23, 2026 – Effective July 8, 2026, the U.S. Consumer Product Safety Commission (CPSC) will mandate the electronic filing (eFiling) of compliance certificate data for all regulated consumer products imported into the United States. Under the final rule published on January 8, 2025, importers must transmit certificate data through U.S. Customs and Border Protection’s (CBP) Automated Commercial Environment (ACE) system at the time of entry, regardless of shipment size or value.

Key Filing Requirements

As of July 8, 2026, importers of CPSC-regulated consumer products—including those requiring either a Children’s Product Certificate (CPC) or a General Certificate of Conformity (GCC)—must submit the following seven data elements electronically through ACE:Product identification (GTIN, SKU, UPC, model number, serial number, registered number, or alternate ID)Applicable CPSC safety rules/citation codesDate of manufacturePlace of manufacture (name, full address, and contact information of the manufacturing party)Date of most recent compliance testingTesting laboratory contact information (name, full address, and contact information)Point of contact maintaining compliance records (name, full address, and contact information)ACE System Filing Identifiers

Importers have two methods for submitting certificate data through ACE:Full PGA Message Set – All seven certificate data elements are transmitted with each customs entry. This option is better suited for importers handling limited product lines or infrequent shipments.Reference PGA Message Set (Recommended) – Certificate data is uploaded once to the CPSC Product Registry, and a unique reference ID is transmitted through ACE for future shipments. This streamlined approach is ideal for importers with recurring shipments of the same products.Implementation Timeline

The eFiling mandate follows a phased implementation schedule:July 8, 2026 – Mandatory eFiling begins for most regulated consumer products imported into the U.S.January 8, 2027 – eFiling requirements take effect for products entered from Foreign Trade Zones (FTZs) for consumption or warehousingNo Exemptions for Small Shipments

The eFiling requirement applies to all regulated products regardless of shipment value or size. De minimis shipments are not exempt—any product requiring certification must have an eFiled certificate. The rule does not create new testing obligations; however, it fundamentally changes how certificate information must be made available to CPSC and CBP at the time of importation.

Compliance and Consequences

Importers who fail to comply with the eFiling requirement by the applicable effective date may experience shipment delays and increased scrutiny from CPSC at the port of entry. While CPSC does not initially intend to have the ACE system reject entries for missing data, the agency will adjust entry line risk scores based on certificate data provided, which should reduce holds for compliant shipments and focus resources on non-compliant products.
